Neu erschienen ist von Jana Kunická, Koordinatorin der Community Philanthropy Initiative (CPI), das Diskussionspapier „Cooperation between community foundations and the public sector in Europe: Working together for public good“. Die Autorin kommt zu dem Schluss, dass das Verhältnis zwischen Bürgerstiftungen und Staat nicht allein eine Arbeitsbeziehung ist. Sie schließt sich Lewis Feldstein an, der die Rolle von Bürgerstiftungen folgendermaßen sieht: „Community foundations can also be a basis from which to challenge the State, to advocate for services that the State fails to deliver, to create a base from which alternatives to publicly supported programmes can be mounted”.
